This error normally occurs when the installer thinks VS when it is not.

There is an entry in the registry under HKEY_LOCAL_MACHINESOFTWAREMicrosoftMSDN7.0, value name is InstallDir. If you rename this value to something else (or delete it entirely), then the geobase install will proceed smoothly. After GeoBase is installed you can restore the registry to its original state.
